David Lynch holds the position of Assistant Chief of Education and Development, and has been with Med-Act since May 1977. The EMS Assistant Chief is one of two Assistant Chiefs that answer directly to the EMS Chief. Mr. Lynch is responsible for directing, coordinating, conducting, and evaluating instructional courses for Med-Act personnel, other health care professionals, and the citizens of Johnson County; Coordinating education and training processes through Education and Operation Battalion Chiefs, and other qualified personnel; assuring clinical quality assessment through investigation of call performances, evaluation of clinical skills and testing clinical knowledge, and planning for future educational improvements and strategies.

Mr. Lynch began his education in Adrian, MI and obtained a Bachelors in Music, Religion and Philosophy. He completed his paramedic certification through the University of Kansas Medical Center in 1980. He moved to part-time status in 1983 to set up a hospital based EMS training program. Mr. Lynch served as a Paramedic Program Director for entry level EMS training programs from 1983 to 1988 at the Medical Center of Independence in Independence, Missouri. While in the role of Program Director, Mr. Lynch facilitated First Responder, EMT-Basic, EMT-Paramedic and continuing education programs for the Kansas City area EMS community. Mr. Lynch was awarded Instructor Coordinator of the Year in 1987 through the Missouri Emergency Medical Services Association.

Returning to Med-Act in 1988, Mr. Lynch has served Med-Act as the Education Assistant Director and is responsible for assuring department continuing education, outreach EMS education with other local EMS agencies, Community Education and department clinical quality management.

Mr. Lynch has actively participated in American Heart Association activities since the early 1980's and currently serves as a Regional Faculty for ACLS and BLS. Representing the National Association of Emergency Medical Technicians (NAEMT), Mr. Lynch is the past chairman and currently a board member of the Committee on Accreditation for EMS Programs (CoAEMSP), a national working group that recommends accreditation of professional EMS programs through the Commission on Accreditation of Allied Health Education Programs (CAAHEP). As a member of the National Association of EMS Educators, Mr. Lynch has been a national speaker on accreditation topics and educational program development. Mr. Lynch continues to pursue quality professional education opportunities to enhance Med-Act and other local and national EMS education communities.
